Verification of greenhouse gases

Nomine Consult OÜ performs the verification of greenhouse gas emissions in the energy related category of activity:

  • Combustion installations with a rated thermal input exceeding 20 MW (except hazardous or municipal waste installations),
  • Refining of mineral oil,
  • Production of lime.

According to the Regulation No. 44 of the Minister of the Environment “Trade arrangements applicable to greenhouse gas emission credits”, the operators related to the emission trading in the European Union have to present each year by March 25 to the Ministry of the Environment (competent authority) a report of the greenhouse gas emissions for the previous calendar year that is verified by an independent and accredited verifier.

The verification of greenhouse gas emissions includes the treatment of the reliability and accuracy of installation’s monitoring systems and data and information related to the emissions. The verification process of greenhouse gas emissions is separated from the other activities of ÅF-Consulting AS and it is conducted according to the standards EVS-EN ISO 14065:2013, EVS-EN ISO 14064-3:2008,  ISO 14066:2011, instructions IAF MD 6:2009 and EA-6/03:2013, Regulation No. 44 of the Minister of the Environment and Regulations No. (EU) 600/2012 and (EU) 601/2012 of the European Commission.

Verification of greenhouse gas emissions is independent and unbiased proceeding and ÅF-Consulting AS is keen on following these principles.

Declaration of impartiality

Nomine Consult OÜ carries out the certification of GHG emissions reports of installations operating in the energy sector, impartially assessing the compliance of GHG emissions reports of installations with the established requirements. The management and staff of Nomine Consult OÜ understand the importance of impartiality in carrying out certification and assure that they carry certification out objectively, independently and impartially.

In order to manage potential conflicts of interests and to ensure the objectivity of certification, Nomine Consult OÜ conducts an assessment of impartiality and independence both at the level of the certification organisation and the staff before each certification activity.

Upon the verification of greenhouse gas emissions, the following aspects are checked:

  • Data and information related to emissions,
  • Operation data of an installation presented in the report and measurements and calculations related to them,
  • Selection and usage of special emissions coefficient,
  • Calculations made for the determination of total emissions,
  • Selection and relevance of measurement methodology,
  • Reliability, credibility and accuracy of supervision systems.

Verification of greenhouse gas emissions is multi-stage process and includes the following stages:

  1. Initial data obtaining, pre-estimation, tendering,
  2. Signing of contract,
  3. Analyses and reports of verifier,
  4. Visiting of installation and visit report,
  5. Report and decision of verifier,
  6. Verification decision and report shall be submitted to the operator who presents it with the report of greenhouse gas emissions for the previous year to the Ministry of the Environment;
  7. Treatment of Appeals/Complaints*.

Appeals and Complaints shall be treated by a designated person who is competent and independent from the verification proceeding of greenhouse gas emissions of the specific installation. Appeals/complaints are treated according to the management system of the enterprise and according to this, the requirements applicable from the standards EVS-EN ISO 9001:2008 and EVS-EN ISO 14065:2013 are followed.

No special conditions are applied to the operator who submitted an appeal or a complaint.

* Appeal – written contestation of the verification decision prepared by the verifier (ISO/IEC 17000:2004, def. 6.4);

* Complaint – written expression of dissatisfaction made regarding the verification organisation that is related to the product, service or complaint treatment process of the organisation (ISO/IEC 17000:2004, def. 6.5).
